The IRCC, introducing pathways for 90,000 international student graduates and essential workers in Canada to become permanent residents.

Besides this addition of an unlimited number of French-speaking applicants. IRCC has also held an Express Entry draw held on the 14th of April.

From this May onwards, essential workers, international student graduates, and French speakers in Canada will have six new pathways to permanent residency.

New programs were launched by Canada’s immigration minister, Marco Mendicino on April 14. A total of six new immigration programs was launched. Out of six, three new programs will pave the way for 90,000 new immigrants to receive permanent residence this year. The remaining three programs are for French-speaking immigrants who will have no intake cap.

The new immigration programs are going to be for temporary workers employed in hospitals and long-term care homes, and people on the frontlines of other essential sectors, also as international student graduates from Canadian educational institutions.

As of May 6, Immigration, Refugees and Citizenship Canada (IRCC) will start accepting applications under the subsequent three streams:

  1. 20,000 applications for temporary workers in the health care sector
  2. 30,000 applications for temporary workers in more selected essential occupations
  3. 40,000 applications for international students who graduated from a Canadian institution

The streams will remain open until November 5, 2021, or until they need to reach their limit. These new public policies apply to workers in 40 healthcare occupations, also as 95 other essential jobs across a variety of fields, like caregiving and food production and distribution.

To be eligible, workers need a minimum of one year of Canadian work experience during a healthcare profession or another pre-approved essential occupation. International graduates must have completed an eligible Canadian post-secondary program within the last four years, and no before January 2017.

Graduates and workers must have proficiency in one among Canada’s official languages; meet general admissibility requirements; and be present, authorized to figure and dealing in Canada at the time of their application to qualify. They also must be residing in any Canadian province aside from Quebec.

Why high immigration levels are believed to recover the economy?

Long before the pandemic, Canadians have looked to immigration to assist mitigate its demographic challenges, caused by an aging population and a coffee birthrate.

Canada’s birthrate has been below the replacement level of 2.1 babies per woman since 1971. This era of low fertility came after the boomer generation when the birth rate was quite three children per woman between 1946 and 1965.

Almost 9 million of Canada’s baby boomers are reaching retirement age this decade. Canada won’t be ready to sustain a competitive economy and it would be very difficult to fill the gaps within the labor market. Furthermore, the younger generation will shoulder the pressures of caring for an older generation that outnumbers it, and successively, the older generation might not receive adequate care.

As such, Canada has been seeking higher immigration to support the population and labor force growth it must maintain its high living standards.

Although it’s still early, Canada already looks set to realize its 401,000 newcomer target this year, thanks largely to its effort to facilitate permanent residence transitions for those already here. IRCC data shows Canada has welcomed nearly 50,000 new permanent residents through the primary two months of 2021.
