How do I move through Canada Provincial Nominee Program(PNP)?
The Provincial Nominee Programs (PNPs) allow Canadian provinces and territories to nominate individuals who wish to immigrate to Canada and who are interested in settling in a particular province, PNP is the best program for them. Each PNP has at least one immigration stream that is aligned with the federal Canada Immigration Express Entry selection system.

This is the paper-based application process for the Provincial Nominee Program.
You must apply in 2 stages:
- First, you must decide where you want to live in Canada and apply to that province or territory for a nomination. They will review your application based on:
- their immigration needs and
- if you really plan to live there
- After a province or territory nominates you, you must apply to us (Immigration, Refugees and Citizenship Canada) for permanent residence. We’ll assess your application based on Canadian immigration law.
- Who can apply?
To apply as a provincial nominee, you must meet the minimum requirements of one of the province or territory’s non-Express Entry streams and nominated under that stream.

- How to apply?
Fill out your application. Once you’ve been nominated by a province or territory, you can submit an application for Canada permanent residence PR. The application package includes the instruction guide and all the forms you need to fill out after a province or territory has nominated you. The guide will help you fill out the forms properly.
If you aren’t truthful in your application for permanent residence we may:
- refuse your application
- find you inadmissible
- bar you for up to 5 years from applying for permanent resident status.

- To avoid processing delays, tell us about changes to your personal information as soon as possible.
- Get your fingerprints and photo taken
- If you’re between 14 and 79 years old, you need to give your fingerprints and photo (biometrics) for every application for permanent residence you submit to us. Even if you gave your biometrics in the past and they’re still valid. You must pay the bio metrics fee when you submit your application. Otherwise you may experience delays.
Get this done as soon as you get the letter from us that tells you to give biometrics. You have 30 days to do this from the date on the letter.
- Prepare for arrival
Be prepared and know what to expect if your application is approved, if you’re already in Canada. When we approve your application for permanent residence, we’ll contact you and let you know what to do next. Once you receive your confirmation of permanent residence (COPR), you can make an appointment at an IRCC office near where you live in Canada to be admitted to Canada as a permanent resident.
You may also leave Canada and return through a Canadian “port of entry” (an international airport or a Canadian land border) to get your permanent resident status. Either way, you choose, you’ll need to present:
- Your COPR and/or your permanent resident visa
- Your passport
- Proof that you have the funds to support yourself and your family

The questions will be similar to the ones you answered when you applied. This should only take a few minutes. But if you choose to go to a land border, especially at a peak travel time like weekends and holidays, you may have a longer wait for service. The officer will also confirm your Canadian mailing address just to make sure the things. Your permanent resident card will be mailed to you at this address. If you change your address within 180 days of getting your status, you must notify Immigration, Refugees and Citizenship Canada (IRCC) using this online tool, as it’s important.
